Supreme Court Justice Flávio Dino published an op-ed in ICL, a left-leaning website, calling for the most comprehensive judicial reform in more than two decades.
Dino laid out 15 reform axes ranging from tightening access to appellate courts and cracking down on corruption within the bench to regulating the use of AI in legal proceedings and speeding up electoral court rulings. Dino also took a dig at what he called “superficial” arguments in favor of judicial self-restraint.
The numbers offered by Dino are indeed striking. Citing data from the National Council of Justice, a watchdog for the judiciary, he said nearly 75.5 million cases were pending before the courts as of February 2026.
