At a time when US President Donald Trump is pressuring Brazil on both trade and military fronts, the country’s digital vulnerabilities have come into focus. The notion of sovereignty now extends beyond borders to the infrastructure, systems and data that underpin the digital world.

How prepared is Brazil to secure its digital sovereignty?

The Explaining Brazil podcast posed that question to Luca Belli, a professor of digital governance and regulation at the Getulio Vargas Foundation’s Law School in Rio, where he directs the Center for Technology and Society and the CyberBRICS project. Belli also sits on Brazil’s National Cybersecurity Committee and has worked with the Council of Europe on internet governance.

In a conversation with our editor-in-chief, Gustavo Ribeiro, Belli unpacked:

  • Brazil’s exposure to US tech dominance;

  • The country’s legal and regulatory framework for tech;

  • The strength of the domestic market;

  • The power of Big Tech’s lobbying in Congress;

  • Short- and long-term strategies for Brazil and other Global South countries
