US Secretary of State Marco Rubio outlined an unprecedented arrangement for managing Venezuela's finances during testimony before the US Senate Foreign Relations Committee on Wednesday, detailing how Washington will oversee oil revenues from the South American nation following the January 3 capture of former President Nicolás Maduro.
