In July, Brazil’s Education Ministry opened the second round of applications this year for the University for All Program (ProUni), which offers scholarships to low-income students to attend private universities. A hallmark of President Luiz Inácio Lula da Silva’s first term (2003-2006), ProUni has provided scholarships to 3.5 million students over the past two decades, including 211,000 in this round alone.
